Football stadiums were renewed, installing seats and closed circuit camera systems. Football teams were compelled to send in security guards at their own expenses. No more police officers inside.
The police created a database of hooligans and a special unit of officers following the supporters during transfers. Fast-track trials were introduced. Hooligans are forced to surrender their passport in order to prevent them to attend matches abroad. A policy of international cooperation is followed, and British hooligans creating trouble abroad are tried in the United Kingdom.
